No he probably won't be able to enlist. Last time I checked, only about 1 in 8 that tried to enlist in the Corps was accepted. No GED or HS diploma is an exclusion, and a criminal history, particularly with multiple arrests, is also usually an exclusion. He can ask, but it probably won't get past the recruiters desk.
Things may have changed since I served (early 1980's) but I wouldn't bet on it. There is a Marine who is currently on active duty that posted before me that says he might have some hope. It sounds to me like your buddy has some issues with finishing things, self discipline, and authority. He needs to think long and hard before he joins the Marine Corps, because those issues will be a problem as soon as he hits MCRD, like the second he steps off the bus and onto those little yellow footprints.

I am trying to join the USMC.I have a junk GED i got from lincoln academy online.But i went to high school till the 12th grade.The army turned me down because of it.The USMC recruiter i am speaking with, said if i can score a 50 on the ASVAB he will take me i go monday to take the practice test.So i think if u guys like me can just prove to the recruiter that you want to be a marine.They will give you a shot at the practice test.The USMC wants marines not *******.They dont judge people by a piece of paper.

They should go ahead and try, you can get a waiver for most things, and unless the jail time was for felony convictions it should be waiverable. As for the jobs, you sign a contract when you join that you can't just quit, so if commitment is an issue they should evaluate their reasons for joining before talking to the recruiter, and you can join without a diploma if you have a g.e.d. so there still might be hope

No service Will admit you without a high school diploma or equivalent degree(GED) but send him to meps maybe i did meps a few months before i went in, maybe they haven't got that far into paperwork yet

I wouldn't think so because the marines have high standards if you wamnt to join. You have to take a course, a test and all this. Unlike the army where all you required to do is to write your name.
