It is only correct if you DO use the same cell phone as he does.

It would be more correct if you would separate cell & phone.

[And, yes. it is correct. It is implying, "I use the same cell phone as he does."]

The fact that you ask suggests you don't like the feel of the sentence.
Perhaps.
"He uses the same cellphone as me (some feel better using "...as I")"

Or, it could be....
He and I use the same cellphone.

I would change it to either "I use the same cell phone as he does," or "I use the same cell phone as him."
