What can I do for this hair loss? It started close to his tail up his back for 2 inches and down his back legs; around his neck and a bit on his tummy.
Will this hair grow back? I have been told that this happens sometimes in Poms. But we get really cold winters and I am concerned not that he goes out for more than 2 minutes at a time.

This is what I Know.
There is a coat loss problem in Pomeranians called SHLS (Severe Hair Loss Syndrome). It is also known as Black Skin Disease. It occurs mainly in males. They may have profuse puppy coats with no guard hairs, which does not shed. When the puppy coat sheds, the coat does not grow back. Another version of the same condition happens at a later age, with a normal appearing coat that slowly starts to thin, starting at the back of the thighs and buttocks and moving up the back.
I know it doesn't grow back in puppies. But my guy is 7 years old.

After many hours of searching the web I learned that this problem is a male dog problem. Having the dog sterilized may promote hair growth. If that doesn't work Melatonin may be given. It takes 6 to 8 weeks to show signs of improvement. The melatonin is I believe given daily and then cut back to once a week for the balance of the dogs life.
So the answer to my question is Yes the hair can grow back.

Could be really dry skin. I'd say go to the vet, and get the skin checked. If it's dry skin they have good shampoos and sprays in vet clinics that help.

It is natural. You could give him a haircut, but i'm not sure how he'll be outside. Generally you want to give dogs like that a hair cut in the spring so that he won't shed so much during the summer months, and he'll grow it back in time for the winter.
You could always have him checked out by a vet, just in case.

Take him to the vet. He may have what they call "mange" which can cause hair to fall out. Is the dog allergic to flea bites. Does he chew on himself? He may need a allergy shot. Don't wait to take him to the vet...it may only get worse.

I have a pom and pap cross , most small dogs end up developing an allergy later in life check with your vet and don't be surprised if it fleas. that's where they eat and the dog will chew himself raw get a cone for there neck and treat , please that's gotta b nasty
