6 main reasons:

1. Is a control item therefore there is a quota in selling it.
2. Some irresponsible retailers intentionally hoard it to sell at higher price.
3. Malaysia sugar price very cheap and this unintentionally encourages irresponsible people to smuggled it to neigbouring countries for high profit.
4. Consumption and usage of sugar is very high in Malaysia because Malaysians love their coffee, kuih, cakes, tea tarik to be very sweet.
5. Low sugar cane supply in the international market.
6. Increase in raw sugar prices globally affect the bottom line of sugar manufacturers in Malaysia, they had to purchase via the open market, thus causing them to cut down production.
