it is because only those waves can be reflected and reradiated by ionosphere. other waves may not get reflected and may escape in to the outer space.actually the process taking place is only refraction by the several different dense layers of ionosphere and not reflection as many think.

The US uses the small segment 87.5 to 108 MHz (in the space between ch's 6 and 7 VHF TV) for commercial FM radio broadcasting. We also use a frequency separation on the odd numbers (87.5, 87.9, 88.1 etc) where as the Europeans use the even numbers 88.2, 88.4 88.6 etc. The sun spot cycles have a lot to do with the ability for FM radio signals to "skip" and be received at great distances from their source and this is a good skip cycle for several VHF bands, though not so good on some of the much lower frequencies,

you are talking about FM(Frequency Modulation) radio frequency. FM frequency is measured in Mega Hertz (Mhz). In india and other countries for broadcasting of audio signals 87.0 to 108.0 Mhz of FM frequency spectrum (range) is allocated by the government. so that all FM recievers(analog ones) available in india are marked usually with these frequencies for tuning or works for this frequency spectrum. Digital FM recievers like in high-end music system or in mobile phones displays the playing radio station frequency on screen.
A particular FM radio station uses just a part of this spectrum like 98.3 MHz. It means they are broadcasting at 98.3 MHz and they every time announce their frequency also. There can be many number of radio stations in FM spectrum but only which are licensed by govt are allowed to broadcast their content in these spectrum.

This frequency range is called FM. We can use any range from Khz to Mhz as Radio Signal Transmitters but there are restrictions to all these signals. Each frequency band is alloted for some specific purpose.
