In Italian:
Cogratulations = Congratulazioni or Auguri (Sort of like best wishes)
God Bless You = Well the closet thing I can think of for now is when you sneeze, and Bless You is said, in Italian is it "Salute" (pronounced Sa-Loo-Te), or also Fortuna, which is like wishing someone luck.

In Tagalog- Congratulation is "Maligayang bati"

and God bless you is "Patnubayan ka ng Diyos"... =)

Congratulation means "Herzlichen Glückwunsch!" in German
God bless you means "Gott segne dich!" in German
