Does anyone know where I can download a program that is FREE to take files and convert them into ISO files? I need it for my oblivion game..

I haven't tried it but it's feature list is impressive. It looks similar to Nero except it's freeware.
ISO Buster is also very good. Some functionality is limited unless you purchase a licence ($25). But the free functionality is very good and isn't limited to a time period. [See http://www.isobuster.com/freeware.php for details about the free functionality.]

It's not convert but compress. Programs like MagicISO can do this.
