What is the proper way to socialize your parakeet to new owners?

I have just gotten two parakeets and they were not handled much by their previous owners

They should be placed somewhere where they can see the family going about their daily business and where they will feel safe. So in the corner of a main living area where they will not be bumped or banged. Then let them settle until they have found their food and water. Talk gently to them when you approach the cage and offer titbits through the bars of the cage. Keep noise to a minimum
NO loud music or tv as this will start a cycle of the birds trying to make more noise to be heard.
Let them settle down and then if they are hand tame open the cage and let them come to you. Do not chase them around the cage as this will make them think they are being attacked.
Eventually the bird will build up enough trust and come to you.
Never move the cage about as bird like things to stay the same and when they come out they need to know their cage is available in the usual place.

Begin by having their wings clipped if they are not already. Whether you choose to allow the flighted in the future is up to you but it is much easier to begin taming when the birds wings are clipped. Next begin talking to your birds daily. Then once they no longer fly around when you are standing next to the cage stick your hand in. Do this for a few days until they will land on your hand. Once they have done this if their wings are clipped allow them out with you for one on one time. At first return them to their cage after only a few minutes out with you so they know they are safe and you plan to return them to the only security they have known. Gradually increase the amount of time you spend with your bird. After a litte time and patience you will have two somewhat tame birds. It is very difficult to keep two parakeets kept together as tame as one by itself.
