Currently fighting, I would go with Vitali Klitschko. He is an excellent technical fighter and has a great size and reach advantage
His weak chin limits him but that only if an opponent can land a punch that high
Lamon Brewster is good as well. dont think too much of Toney or Rahman
Nikolay Valuev and Sergei Liakhovich are serious contenders mainly based on their overwhelming size, they may need to create a mega-size class

I believe that questioned you asked was "Who is currently the best heavyweight fighting?" not the state of the Heavyweight division, correct? In my opinion of the current Champions, Rahman is the best, that is until he gets beaten this Saturday night. The Eastern European landslide right now is just shaking things up a little bit, by the time it's all said and done, I think that a American will be the supreme Heavyweight (Maskev is a citizen now) maybe Rahman in a rematch after he gets knocked out by Maskev.

They all are pretty bad these days. I would go with Wlad Klitscko, but he has a glass jaw, and no stamina. He is definitely the most skilled and powerful right now, but if you survive to the late rounds you can easily knock him out.
Edit:
Two things - Wlad is the one still fighting, Vitali is his older brother that is retired.
Second, Rahman is garbage. He is the James Buster Douglas of today. He couldn't even beat Holyfield many years after he should have retired himself. If it weren't for that miracle KO of Lennox Lewis in their fiirst fight (which everyone in the know knows it was the result of Lennox being distracted by the filming of Oceans Eleven). People also seem to forget that Buster Rahman looked like an ametuer against Lewis in their rematch. He got beat worse than Tyson did.

Yeah, the heavyweight division is pretty much uncompetitive - at least comparable to several years ago, during the early Tyson years. But, if I had to choose one person, I'd say James Toney. His defense is impeccable and impregnable.

It is all so low class right now. That is bad AND good. Bad because for obvious reasons. Good because ANYBODY can beat anybody. Hell, Muhammad Ali could make a comeback these days. People can see alot of KOs and one day soon, there will be a Tyson-esque fighter who will knock these pretenders out. I have to say though, I like Serguei Lyahkovich right now. They all suck, but it is like a build up to a joke. One day they will be all exposed as losers.
