I'd say talk to her a bit first. It'll seem like you're coming on a bit strong if you call and ask right away, and that could scare her off. You don't really need to let her know that you like her on the phone. She might get the hint once you invite her to the fair, but she should soon figure it out after you guys spend some time together. The key is moderation. Don't be too keen, but don't be too standoffish either. You need to let her know you like her and see if she feels the same way, not scare her off. If she doesn't feel the same way, don't start pouting and saying "But I really like you- why won't you go out with me?" That would come across as desperate.
It also depends on how well you know this girl. If you're friends already, it'll make it easier, but if not, then ask her questions about herself. Touch her on the arm, sling your arm over her shoulder, laugh at her jokes, offer to buy her a soda, try to make her laugh, give her attention. If she's sending signals back (which could be the things I mentioned before but also her holding your hand on rides, etc.), then keep doing what you're doing. If she's treating you more like a friend, then back off. Over time, she could learn to like you, but not if you scare her off now.
If you have more ?s, you could email me at this username. Hope that helps!

It depends what kind of guy you are. If you like to get to the point then just tell her you called to ask her to the fair. Then talk to her. But if you want to talk to her and bring it up in conversation then do that. What makes you feel comfortable.

depends on how well you know her, if you don't really know her than it'll be far more difficult to just have a conversation but if you know her and know some of her interests than you should definitely start a conversation and eventually bring up the fair and ask if she'd like to go with you.

well both are pretty good plans. but don't take to long to ask because something on her end might come up..."I have to go it's an emergency type of thing" and she's more than likely telling the truth so don't think she's being rude. Anyways just do what your gut says to do. Good Luck!

Let her know you are interested in her and would like to get to know her better, then ask if she likes the fair and if so would she like to go. That's will only happen if she would like to get to know you as well. best wishes!

Just tell her. "Hi, NAME, it's me. I am going to the fair tomorrow and wanted to take you with me. It sounds like more fun with you there. When can I pick you up?"
In sales we call that the "implied consent close." Just act like going to the fair, and more importantly, going to the fair WITH YOU, would be the naturally most fun thing to be doing.

It depends on how often you talk to her. If you talk to her often, then you could chat a bit first.
If you've never or rarely spoken to her on the phone, I'd say to just come out & ask first.
Explain to her that you think it would be fun, and even MORE fun if she went with you.

How about just asking her and avoid all the emotional blackmail? I think that by asking her you're making it clear that you like her; show a little confidence in yourself and let your actions do your talking, not your words; girls prefer that so much more.
