The Tower was after the flood.

Gen 11:1 And the earth was of one tongue, and of the same speech.
Gen 11:2 And when they removed from the east, they found a plain in the land of Sennaar, and dwelt in it.
Gen 11:3 And each one said to his neighbour: Come let us make brick, and bake them with fire. And they had brick instead of stones, and slime instead of mortar:
Gen 11:4 And they said: Come, let us make a city and a tower, the top whereof may reach to heaven; and let us make our name famous before we be scattered abroad into all lands.
Gen 11:5 And the Lord came down to see the city and the tower, which the children of Adam were building.
Gen 11:6 And he said: Behold, it is one people, and all have one tongue: and they have begun to do this, neither will they leave off from their designs, till they accomplish them in deed.
Gen 11:7 Come ye, therefore, let us go down, and there confound their tongue, that they may not understand one another's speech.
Gen 11:8 And so the Lord scattered them from that place into all lands, and they ceased to build the city.
Gen 11:9 And therefore the name thereof was called Babel, because there the language of the whole earth was confounded: and from thence the Lord scattered them abroad upon the face of all countries.

The Tower of Babel (Babylon) was built by Nimrod, a descendant of Noah. He built it shortly after the flood to keep God from destroying everyone again by another flood. According to Jesephus, a historian at the time of Jesus, the tower was built using pitch (tar) so the tower would be waterproof.

The base of the tower has been found in Iraq (formerly Babylon). The base is about 1 mile in diameter.

The Tower of Babel was constructed by Nimrod in an attempt to reach heaven. God threw it down and mixed up their languages as punishment for their hubris. And it happened after the flood.

Genesis 11:
1 Now the whole world had one language and a common speech. 2 As men moved eastward, they found a plain in Shinar and settled there.

3 They said to each other, "Come, let's make bricks and bake them thoroughly." They used brick instead of stone, and tar for mortar. 4 Then they said, "Come, let us build ourselves a city, with a tower that reaches to the heavens, so that we may make a name for ourselves and not be scattered over the face of the whole earth."

5 But the LORD came down to see the city and the tower that the men were building. 6 The LORD said, "If as one people speaking the same language they have begun to do this, then nothing they plan to do will be impossible for them. 7 Come, let us go down and confuse their language so they will not understand each other."

8 So the LORD scattered them from there over all the earth, and they stopped building the city. 9 That is why it was called Babel —because there the LORD confused the language of the whole world. From there the LORD scattered them over the face of the whole earth.

the fictional story of the tower of Babel was placed after the fictional story of Noah's flood....(Genesis 11 and 6 respectively) because apparently god didn't foresee that killing everybody off except Noah...(and an indeterminate number of animals,) and starting from scratch wouldn't work any better the next time around....And apparently god was so ignorant of his own natural laws, he actually was afraid man might accomplish the task of building a tower that could reach heaven

it happened after the flood, man made an attempt to reach God by builing a tower so high it could reach heaven, or nother version is tha they wanted to build it high enough to shoot an arrow to God, and when it was finished and the arrow shot, thier language was changed, so no one could attemp it again becaue there was only groups of people who could all speak the same laguage. hence, the tower of Babel....Babylon is a city.

In biblical times, they thought that the sky was a solid barrier (the 'firmament') seperating heaven from earth. In other words, they thought heaven was on the other side of the sky. They began to build the Tower of Babel to reach heaven. Apparently, God ALSO thought that the sky was an object, since what they were doing concerned him so much that he confounded their speech, so as to disrupt their project and keep them from reaching his domain. God must be pretty much of a dumbass, since he didn't even know the actual configuration of the universe that he created. So much for the 'inerrant' bible.

After the flood.
In what is now IRAQ
It was a like a ziggurat maybe the largest attempted.

It was an attempt by man to secure his own salvation. That is the reason for its destruction.
