It probably means the company is not reputable and is going to screw him.
It is a form you give your new employer with your social security number, name etc. on it. It is legitimately used for an independent contractor, so that they can report your earnings to the Internal Revenue Service.

But, it is also used by some companies as an underhanded way to avoid paying their share of your employment taxes. By law, the employer pays half of the social security and medicare tax. If they have you fill in a W9 then they are going to let you pay the whole 15.3 percent. They also do not cover you for unemployment insurance, workman's compensation insurance and a lot of other things both federal and state.

Unless your husband is really an independent contractor, the company is screwing him. Everything they should pay will have to come out of his earnings. He will be making substantially less than you think when you take these things into consideration.

The United States government Internal Revenue Service Form W-9 is a Request for Taxpayer Identification Number and Certification. It is typically used in the conduct of businesses in America in order to ensure compliance with taxing authorities.

Form W-9 is the IRS form used by a company to request your taxpayer identification number. You may get a blank Form W-9 to fill out if you or your company are hired to provide services to another company. Most often, Form W-9 is sent to independent contractors, consultants, and other self-employed workers.

Filling out a W-9 is pretty straightforward. Just provide your name and Social Security Number, or the name and Employer Identification Number of your business.

By submitting a W-9, you are certifying that the tax id number you are providing is correct and accurate and that you are not subject to backup withholding.

You can obtain a blank Form W-9 (PDF) to give to independent contractors you hire or to type and print out if you need to give one to your employer.
