The needle came first, as sewing predates the weaving of cloth. Sewing dates from Paleolithic times (30,000 B.C.).

The loom was invented by Joseph-Marie Jacquard in France in 1801.

I would say the needle. It could be used to sew leather. woven cloth seems to be a more recent development that the use of animal hides.
