If the neighbor likes the dog, then she will understand how you grew to like or love him too.

Honesty is always the best answer. Since you haven't taken her the dog it's not like your taking something back. Tell her how you feel and if she really feels the way you think she does about the dog she'll know it's best if he's not taken away from the people and the home he is used to.
