God is spirit. God existed before and he/she/it created everything we can observed.
Our source of revealed knowledge about God is from the bible (Christian bible in my case). No where in it pages states that God made a mistake. God may have, but we have no reveal knowledge.
Some quick terminology: Heaven is where God is, and hell is where God is not. Earth is where man is. The bible is explicit about man judging man and judging God. He can't. You often hear the God, not man, judges.
So here you your dilemma. If you believe God made a mistake, how can you make that judgment when the source about God says you can't.
That is what the book says and that is what the book means.

No. The nature of God, is that even if he did do something that he later regrets (such as the flood). He is the only one who can question it.
We have no say in wether or not it is a "mistake" by God.

The flood story makes it pretty explicit that god makes mistakes.
If he didn't make a mistake with the world, why did he have to start over?

The universe is NOT perfect

Actually he cant make a mistake
For that he would need to exist
God does not exist
