You need to be patient sometimes, They might have had some problems connecting to the internet, A medical emergency, Flat tire, You never know, but when you do talk to them ask politely why they wasnt there at the requested time, It might surprise you,

Maybe that person forgot that they had an apt. to chat. Personally I've done this where I tell someone I am going to be on line to chat and something happens that I can't so when I do get on line I e-mail the person and I apologize and I let them know what happen...
