If there is any copulation (co-genital, oral, or anal) the party that has reached the age of majority can be convicted of Statutory Rape. Kissing is allowed, but no more. Two people in that situation may date but they must not have any sexual intercourse of any type. Even if the minor claims that it was entirely consensual and that she initiated it her parent can still file charges on her behalf.
The definition of statutory rape varies from Jurisdiction to jurisdiction. In some it is very strict about over/under 18 (If one person had their 18th birthday yesterday and the other will have it tomorrow it might still be statutory rape). Other jurisdictions have a 4 year window or so I have been told (If the older party is within 4 years of the younger and the younger is 14 or older it is not statutory rape), Other jurisdictions are somewhere inbetween.

If her parents / guardians know and approve and you do not do anything "indecent" with her, then it's not illegal. If at any point you look at or touch anything or in any way have sexually oriented contact or even a sexually oriented conversation with her, then you have commited an offense. You also cannot have her touch you in a sexual manner, or expose yourself to her either. Be better if you dated someone your own age, but if you must go out with a 16 year old treat her like a lady and you'll stay out of trouble.

No, not for just dating, no sex. If there is he will be charged with statutory rape, That is what they call it if the girl was willing. Sometimes parents will try to bring charges if the catch the two in a compromising position or if she goes to overages places or drinks with him. The charge is contributing to the delinquency of a minor.
The best policy is to keep your cool and don't do things you'll both regret.

Just sexual intercourse is illegal in statutory rape laws.

you may date, you in hardship-free words are not meant to have sex with anybody below age. because you're considered an human being. criminal age or responsibility. human beings date below age each and every of the time. purely attempt to shop it on the breaking point of your age.

usually seems to relate to sexual activity. comes from the prevailing morality of whoever had power at time of the law's enactment.

No, I don't think so. Only if the parents report him kidnapping her or statutory rape..(that's sex with a minor) whether authorized or not.

do girl scouts go door to door selling cookies?of course the man runs the risk of false accusation so i would advise the man to bring a trustworthy escort, seems like someone wouldn't waist their time to do something like that unless their intentions were marriage, but since gurls can't weight it seems like it would be good for a man to stay the way he is like the apostle Paul said which of course wasn't exactly a command from the Lord ;) hopefully you will muddle through and shine forth triumphantly etc..etc...
