I've tried to use TWEAK UI to repair File
Associations and Icons but to no avail. Any ideas what
this problem is?

You can either go into the application you want to associate it with and check the options that allow you to set it from that application. Or you can right click on a particular file and then go to Open With > Choose Program > select the desired program > check the Always use ... check box > Click OK.
