You get up, big glass of water or orange juice, you run and you get breakfast. Your metabolism will be high all day and I read that when you run before breakfast, you tend to burn a lot more fat.

I don't think that there is a most "effective" time to jog. Most people would jog in the early morning or late afternoon, just because it is the cooler times of the day. Also, those times of the day might be helpful to clear your mind or to just relax before and after work.

I was told by a practitioner that the best time to do any kind of aerobic exercise is in the AM, because it opens the frontal lobe of the brain and therefore has many benefits such as concentration, lowers anxiety and depression if that is an issue, and just gives me so much energy to face a new day!!!

It depends on you. I like to run in the evenings-start when it is still light and finish at dusk. I would avoid the hottest part of the day-usually 2-3pm because you'll be so hot and dehydrated that you won't be able to work effectively.

any time you find the time to do so is good but if you do it in the morning it will get you ready for the day it will start your metabolism warm up your muscles get the blood and oxygen flowing and make you feel less tired through the day

As soon as you get up, before you eat anything. This way you burning diretly to the fat, off. If you eat your body has to worry about burning that energy and then the fat. So after you wake up in the morning is my answer.
