men (approximately 30ish) drive through an apartment complex at 11:00ish at night and just shoot a bunch of car windows out?? This happened where I live (it's usually very quiet). I'm putting this under mental health because it HAS to be related. The one lady sweeping glass behind her car today said she had a $400.00 deductible and doesn't have the $$ to pay. A LOT of us are going through rough times so it's sad. But WHY would they do this? They took off so they couldn't stand around and watch and enjoy the havoc they reaked. Our car wasn't home as my husband was working thank goodness. I don't get it. Why would people do this?

I SAID OUR CAR was NOT here so we were not victimized and this truck could have driven into ANY condominium/apartment complex -- I ALSO said our place is usually quiet. Our town (large) has gangs in it. Not the complex I live. You can't move away from this stuff. It's just THERE.

I would not say the majority of the people you describe are "mental." They are sociopaths, people who don't care about rules and other people's feelings. The prison are full of people like that.

You cannot give a psychotropic medication, like you would for someone with a mental health problem, to a sociopath and expect them to change. This is their base personality and they have no desire to change, no desire to worry about other people and property, only what they think is best for them. And, yes many sociopaths enjoy seeing other people suffer.

Anyone who has damage from someone like you described should go to Small Claims Court and ask for restitution.
