It's not purring-it's like she's meowing except it's "Whrrr." This just started since she had her kittens a few weeks ago. Any idea why?

Cats actually can have a pretty broad vocal range. Many times mother cats will make noises that you'd never heard her make before; or when on heat, make other weird noises, espcecailly when being mated.
To answer your question, she's 'talking' to her little bubbies. I've known quite a few cats to make noises that kind of match your description, espcially if she hears a kitten call out because it's hungry or can't find her. It's basically just a quiet reassurance. When you wean the kittens and give them away or sell them (please wait until at least 8 weeks, allow them to wean themselves, don't just take them away because they've started eating solids), she will most likely make another noise you've never heard her make, this is her calling for the kittens, some females do, some don't.

It's called a 'trill' - it's a way of communicating with her kittens without alerting predators. She'll also make that noise if she likes you can trusts you around the kittens - if not expect to be swatted.

Did you take her kittens away? Maybe she's missing them. Either that, or she's preparing for take-off!

its her way of letting her lil Kittens know shes still around..and didnt leave

If the kittens are about four weeks old, the mom is going into heat again.

My cat purrs and makes those sounds at the same time...she's very happy when she does it.
