It's a poet who writes poems that don't rhyme

The term mad hatter is from the use of mercury which they used to get mole skin flat and shiny on top hats. It's a poison which affects the brain. But that's nothing to do with it unless they wrote outside wearing a top hat.

Well, if you were writing poetry, after awhile, i would think that you would be bored. and would drive yourself mad. or that since it's poetry, and usually you're writing about abstract and mundane things, you would finally just give in and write things people could relate to and that way you would be very happy therefore "happy as a mad poet" *what real poet wasn't really mad in their own way?*

It means that you are content with what you are doing. A mad poet is happy because he/she is a poet which must be what he wanted to be since it makes him/her mad but they still do it.
