She will only pee/poop outside when she wakes up. Other than that she won't. Instead she will play, eat leaves and go in the dirt. We take her out several times a day too. Whats the best way to make her go do her business outside?

11 weeks is very young to be fully housebroken. Puppies haven't learned what their body is telling them or how to control it.

Puppies need to go outside when they first wake up, after they eat, play, etc. When you see her about to go, grab her & take her outside. Don't yell at her and make her afraid. Praise her when she goes where you want her too. She'll get the hang of it.

Crate train her. Make it too small to do business in there, take her outside to go, let her play eat leaves...then when you come back in, put her in the crate for a half hour...then straight back outside...repeat till she goes. She will fall asleep most likely....but then you can re-enforce how wonderful you think she is when she pees outside.
If you insist on the pee pad, move it closer & closer to the door, then put it just outside the door, move it away from the door, then remove it all together. (Crate is better) Get a book on how to crate train....and do what it says. It works, trust me. Every dog I have had has never used a pee pad, and unless they are old (mine is now and it is not her fault) never had an accident in the house.

I have a shih tzu thought I never would get her to go outside. You have to stay on her and a dog door helps. When she goes in the house you put her out the dog door and don't let her in for awhile. I takes a long time for them they are very stubborn. Good luck.

Go to this site and look in the Articles section. There are a few articles on that topic. Also, talk to a few people on the site and get their advice. It helped me out when my poodle wouldn't go outside after using puppy pads!

I have read that experts say to gradually move the puppy pad closer to the door until it is outside. When he/she does the business outside, praise her/him like they invented electricity.

take away the puppy pads and play with her inside a lot so she'll know that outside is to go potty and inside is more for playing and stuff

you need to get a book with instructions. That sounds weird but, shih tzus are the hardest dogs to train!
