I suggest you do both, wouldn't be that more expensive to set it up, maybe an extra person to take orders and answering the phone, and you'd have the restaurant customers as well.
Just separate the take away area from the restaurant

I actually have the waiter put 1/2 my order in a take-home container and eat the other half there at the restaurant. (I am working on losing weight and this is a great tip to help do that).

I always eat whatever I can in the restaurant and if the food's good and there's any left over I take the rest home to eat later!

take-away suggests meals for people on-the-go. If you offer a few seats, I would stop in quickly for a bite whilst I am on an errand run. Better to have a place to eat than to sit in the car like a loser to get out of the rain to eat my delicious take-away!
so, offer "to go" containers, but also a bench and a toilet. no need to wash dishes if everything's disposable . . .

i love eating in a restaurant but if i were you id do both as a lot of people would rather get a carry out...but not me i love the service restaurants can give

i would prefer to eat in a restaurant, if i'm paying for the food i dont want to have to take it home to reheat it, plus it doesn't taste as good when food is reheated
