With both my kids I ignored it but made a mental note about it. The next time he/she asked me for a snack or to play with him/her I told him/her to go wash their hands.
This of course got a "Why do I have to wash my hands?"
"Because you were picking your nose." Said with a smile and a totally calm voice.
If they went and washed their hands I'd play with them or whatever. If they didn't I went about with what I was doing.
Both of them figured out that picking their nose just made more work for them. So they stopped.

Other kids are your best resource, a little friend or two who pick on your child when he picks his nose will quickly convince him to stop!!
Two & a half is very young to get your child to stop just ignoring it completely and distracting his attention with something else may be the best option! Idol hands finds something to do, so give him something to keep his hands busy, in a few years other friends or schoolkids will get him to stop very quickly!

Okay, you may laugh, but I swear to you it worked with my son until he was 6. I told him that a snail lived in his nose and ate the boogers, and if he put his finger up there, the snail would think his finger was a booger and it would bite him. You may think it's absolutely silly, but if you make it believable (there is a tiny bump on the bridge of your nose, I told him that was the snail's shell).
I probably totally offended somebody out there...sorry, but I swear this worked for me! :o)

Leave him alone. When he gets to school other kids will break him of the habit with their signature cruelty. He's a kid. If he wants to pick his nose, let him. Express concern when he's picking other kids' noses.

lay down the law. he's your child, teach him respect. not everything is cute and giggly. if you want your child to listen, you have to discipline.
