Plug it into your computer and check in the configuration system what windows calls it, provided that you have a windows machine and that the card is compatible with the sockets available in your machine. If you have XP it may install the drivers that XP has available for it and chances are that it works like a whistle. If not use the identification of the card in your hardware configuration and find the drivers on the web.

Look for any identifying marks on it. There may be a serial number, fcc id #, manufacturers name, with any of this information you can search the web for drivers etc.

compare the socket for the tv cable or the socket cable at the back of your TV to the back of the comp hardware or ask the owner of the shop
