I had one years ago. It rode like a dream and absolutely kicked butt when you stomped on the gas. But I kept pouring money into it because everything was worn out. When the alternator died, it was a special order part. When the oil pump died, well, let's just say it got real expensive real fast.

I had two different '91 Chevy Caprices that were originally police cars. Both worked perfectly, had been well taken care of and maintained.
Both the cars were V8s and had modified exhausts and cooling systems on them. One was all electric and there were some modifications to the wiring, which was probably true for the other car as well. Exact details.....not sure I am not that car savvy.
The only draw back was there was holes here and there where things were mounted inside and out of the car. Sometimes if the light was just right you could see where the police station symbol had been on the car door. Still for how much I paid for them, $250 for one and $500 for the other, I got more than my moneys worth.
Also like you mentioned the tires are different (you do get a full size spare which is nice to have) and if they need replaced they cost a bit more, so factor that in.
My parents buy them at auctions twice a year, clean them up and resell them for cheap. They have a few that still have the outside spotlight attached and in states where those cars are common for the highway patrol it is funny to see people slow down a bit when they see you in their rear view mirror.
They can chug the gas so be sure to keep up on maintenance to keep everything running smooth. I did get rear ended once while waiting for a light. Totalled the front of the car that hit me and didn't even scratch the Caprice at all. Actually when it happened I thought the car stalled because all I felt was a slight lurch.
Excellent cars, I highly recommend them.

the police suspension drains the nova-cane from the power steering [much better road feel] and teaches them how to dance gracefully and with a ford crate motor it will actually haul butt. talk about a grocery getter/family vacation sleeper.
springs,shocks steering box gear ratio,brakes,sway bars,exhaust, alternator,fuel injection computer are all different and i have recently heard that crown vic taxies are a few inches longer than a regular crown vic, so i suspect that the police cars probably are too.[ if there is any truth to this i would like to know?]

i know a guy with a police motorcycle he can trick people into being an undercover cop but its against the law here thank goodness i have enough trouble looking out for cops

there suped up for police use..they have better performance parts then standard crown vics.
if you can buy one go for it. there great cars..and well maintained...
