What would a 140 water conductivity be a consequence of?

Very pure water. Since it's actually the ions dissolved in water that conduct, pure or distilled water is a poor conductor by itself.

Especially deionized water (which doesn't have any ions to conduct with except the natural OH- and H+ ions formed by intermolecular collisions).

It means there are very few ions in the water to conduct electricity. I don't know what the 140 number means, maybe 140 ppm (parts per million).
