Before I buy this used car from someone- can I get it inspected if I don't have insurance? Also-Can it be inspected with expired tags?

A mechanic can look it over, but I doubt he can inspect it formally.

No, you have to show proof of insurance in order to get an inspection. I'd contact the county tax assessor-collector's office (county courthouse) and ask about the expired tags.
The requirement for insurance has not really helped the situation of people driving w/o liability insurance---my agent says they'll go buy insurance for a very brief period (say a week's worth) and during that time get the car inspected. Thereafter, it's back on the road to kill and maim and even hit and run.

No, you must show proof of insurance to get an inspection sticker. Border states have a big problem with uninsured motorists (aka illegal aliens). Requiring proof of insurance for an inspection helps to curb this problem. My guess is that you have no insurance and probably no green card either.

Also, you don't have expired tags in Texas. You have expired registration stickers. You can't get inspected without current registration. The whole purpose of an inspection is to INSPECT for these things, as well as safety and smog problems.

you have to present proof of insurance to the inspector in order for them to inspect the car but it doesn't have to have a current license. If the owner will allow you to, you can go to a local repair shop like Lamb's tire & auto in Austin and they will check the car out for you before you buy it so you dont end up with any suprises
