what is the history of a naval change of command ceremomy. What is the order of events?

Lots of speechifying. Are you talking a shore command or a sea command? different rituals apply for each.

starts with the Piping aboard of all VIPs, followed by the posting of the colors and the invocation by the Chaplain. The XO typically is the Master of Ceremonies and will dictate the flow of the ceremony, which could include speeches by the outgoing CO, the Incoming CO and the Brass who issues the change of Command order. There might include awarding of medals to the outgoing CO or a presentation of some small token, like a shadowbox or plaque. Then the colors get retired, everybody gets piped off and then the feasting begins. Usually the incoming CO will only stop by for a moment, work the crowd and then fade away, leaving the Outgoing CO to say one final farewell to the crew. We had quite a bit of sake to drink, as it took place in Japan, and our brother command gave our old CO quite the sendoff...
