There is much order to the Universe... but things not under pressure or other forces or conditions (basically if no force acts on a system) will strive towards chaos. There, however, are many natural forces which act upon all of the things in the Universe, to keep it ordered.

There is order in this structure that tends toward chaos without some outside energy to keep it in order.
A house for example can be ordered and organized, but left alone without outside energy added to clean it up, it will come to chaos.

The universe was created as organized (God is not the author of confusion), but earth specifically has fallen in to chaos. I can't speak for any other planet.

The answer is a well known entity in thermodynamics called entropy, which is a numerical measure of disorder; symbol S, units J/K (joules per kelvin). As a system becomes increasingly disordered, its entropy increases. For example, the entropy of a system comprising a drop of ink and a tank of water increases when the drop of ink is added to the water and disperses through it, since dispersed ink is highly disordered. It is all defined from the observer's viewpoint!
At the beginning was a Cause and the sole purpose of this cause was to create an effect! (LRH). Ordre to some degree and the purpose to establish more ordre than Chaos is the sane man's (or Spirit's) task! Absolute are unattainable! (LRH).

The universe screams out the finite order in which it was laid. It is so precise, life would not exist if but for a minimal change.
Only one who existed from the infinite could create such a finite existence---God.
