You need to flush his eyes with clear, cool water for at least 10 minutes (by the clock). This can be hard with a 4 year old...but you gotta do it...get his head under the kitchen faucet or the shower and flush away.
Then you need to call his doctor. He may need to be seen and treated depending on how much he got in his eyes.

First thing you should do is to flush his eyes out with cool water. Cold compresses and saline drops should also help. If there is a lot of redness and irritation, he should probably be seen by a doctor, especially if there is a lot of pain.

No don't put anything in his eyes it could cause more burning or even a chemical reaction with the perfume just use plain water and get him to a doctor.

Try flushing his eyes with saline solution not eye drops. Saline solution is almost the same as tears. Eye drops like Visine could make it worse.

do you have any irrigation fluid on hand (saline?) if not you can gently rinse it out with CLEAN water...then go to your optometrist if the problem doesnt clear up
