If it's somebody talking on the phone with someone from Mexico, it means "Hello, where are you from?" (bueno is used to answer the phone in Mexico).

If this is not the case, then it means "well, where are you from?"

Well in Spanish doesn't mean Bueno in English, it means Bien. in this case Bueno would transliterate to "So". = So, where are you from.

Babelfish isn't really good at translating people.

it should mean, "well, where are you from.."

But the "usted" denotes respect. Used with an older person, or someone you just met.
