I am 30 year old single Male who lives lives in Upstate NY (about hour north of NYC). I am thinking of moving to either Raleigh/Cary North Carolina, Virginia Beach/Chesapeak Virginia, Pheonix /Mesa Arizona,or Eugene/Portland Oregon. I am currently unemployed, have about $6,000 bank saved from my last job, and looking to move to maybe one of these places and start over. I have Bachelors degree in Political Science and have four years of experience in town government assisting a Town Council. However, I am willing to take any old job just to pay the bills. Looking for a change of pace. I am open to other places as well. I am looking to move somewhere where the people in general are nice, laid back, there are things to do (museums, clubs, art galleries, etc..) and the weather does not get too cold (no long stretches of minus 0 degrees), and their are ample job opportunities and rents are reasonable.

You will never regret it!
It gets a bit soggy in the winter, but not as bad as people tend to think. Eugene is definitely laid back, tends towards hippyish and counter culture somewhat, and peole are quite friendly and open.

Eugene is an artists hotspot, has a lot of culural events, and portland is just an easy two hour freeway drive away if you want more. There are all kinds of outdoor activities available, the ocean is less than an hour away, as is snow skiing, but the winter daytime temps in Eugene average 38-45. It gets 1-2 inches of snow that lasts 1-2 days, once a year or less on average, and a "deep freeze" (around 20 degrees) for a few days once or twice a year.

It's a wonderful place to live, and with your education and experience, a job should not be terribly difficult to find, esp. if you are willing to take anything in the meantime.

Despite the cold... which I find tolerable... check out Burlington, VT. It kicks *** and people all over VT are super nice and laid back, and there's always something to do in b-town.
