When you insert your Windows XP CD and begin the installation process, you will be given the option to DELETE existing partitions.
But DON'T, unless you have 512MB of RAM or more. The minimum configuations of Windows XP work very poorly.
But DON'T, unless your hard drive is 40GB or more. Windows XP is quite the HOG. Windows 2000 works just fine on a 10GB drive, but Windows XP is horrible as wasting disk space.
But DON'T, unless your processor speed is greater than 2GHz and is at least a Pentium IV. Windows XP should work in slower Celerons, but is as slow as an old Dog.
Good luck

Put the disk in the drive, and when it starts the installation it will ask you what partition you want to install it to. Instead of installing it, Select the current drive, and DELETE the partition, This is done by selecting the L key. Then reboot/exit, the F3 button, and go through the installation program again, and allow the software to create a new partition for Windows XP.

Get the XP CD. Put it and boot from CD. The installation will start. After the step to press F8, it will search for older version of windows. You can choose to upgrade or a fresh install. I strongly recommend a fresh installation. Then it will show the partitions in your harddisk. Then select C (assuming your 2000 was in C) format the drive. It will format and install fresh XP. That will completely wipe out your 2000.

you dont need to, just upgrade it by putting in your disc. if you want to wipe the drive then you need a low lever formatting disc which you can download from your hard drive's manufacturers website.
