Get the battery operated kind. They are a little hard to find off season, but I've gotten mine at Big Lots and Michaels Craft stores once the X-Mas stuff is inventoried. Mine take 2 AA batteries and I think they are 25 light strands.

You would have to buy an inverter. An inverter changes AC current to DC current. Hook your inverter up to a car battery(get a spare one, not the one in your car) then plug your lights into the inverter.
Total cost---
Car battery--$60.00
Inverter--$45.00 to $75.00
String of lights--$2.00 to $5.00
