There are some *poor* areas (regardless of whether the residents are Jewish or Arab) that don't have enough shelters for the people served. If you've been reading the papers (including where they bury the reports of dead *Jews* on p. 73), you may have noticed that 15 soldiers were killed in a single attack because they didn't have bomb shelters available for them, either. All of them were (to the best of my knowledge) Jewish. Most shelters are built at the expense of the residents themselves. Presumably some Arab villages felt that they were safe from attack. A more appropriate question might be why is Hizbullah shooting rockets at Arab villages.
And to "anazati"...Christian Arabs are also Arabs. Funny how quickly you're willing to disavow them!! And Moslems *do* have equal rights. They can bring cases to the Supreme Court (as you yourself admitted) and often do win, as well, even at the cost of Jewish lives (as with the separation fence). Not to even mention that they completely control the Temple Mount, even though they use it at various times as a launching point for attacks against Jews.

There are rules and regulation of building and construction in Israel, just like in any modern country!!!
Usually the Israeli Arabs have their own villages, run by their own leaders. Just as in any city or town, the town municipalities have to enforce all rules and regulations. The municipalities in their towns, didn't enforce these regulation and closed their eyes to all this construction shortcuts (not only bomb shelters, other regulation too). Usually it cost a lot of money to comply with all these regulations. And everybody in America knows that if you want to build your own home or build an addition, you have to go through the municipality, get permits and pay a lot of money. Well, the Arabs in Israel (not all of them) wanted to pay less; they never thought that they will need the shelters, and now that they do, they blame Israel for their own shortcomings!!!
It also depends on how old is your house. Very old houses don't have shelters because the regulation came to pass only later. Usually every town or village should have a central bomb shelters, but the responsibility to do so is on the town municipalities. The Arab towns never thought that they had to build those bomb shelters, because they never believed that their "brothers" are going to hit them. In the past, the missiles weren’t so longed ranged, so in order to hit a town, you had to come closer, that’s why in the past they were never in the range, their “brothers” never came to their towns. Now that the missiles are long range and been lunched from far away, they are not accurate and they don’t discriminate between the Israeli Arabs and the Israeli Jews!!!
Besides, 1/2 million Israelis where dislocate in this war. People left their homes and left the north, meaning that not all the Israeli Jews had shelters. The Israeli Arabs could have left too. The people who where hit were the ones that decided to stay (Jews and Arabs).
Not all the people that left the north had families in the center or south. There were other solutions to where they could have stayed.

Honestly, some of the questions you ask truely make me believe that if I had one dollar for every brain you don't have, I'd have one dollar.
Listen, bomb shelters can be built. Almost every home built since 1983 has one. Apartment buildings have bomb shelters as well. If an individual chooses not to build a bomb shelter why is it Israels fault.
Maybe Israeli-Arabs should ask the Arab nations to protect them.

Your question is full of bull waste. There's an article in US News & World Report in the last couple of weeks that shows a picture of an Israeli Arab and an Israeli Jew having an argument. They've been cooped up together for over a week and their emotional state was very stressful. To say that the Israeli Arabs are not adequately provided shelter is proganda and bullsh#t. Ask the neighboring countries how well they treat their minority jewish and christian populations. I am CERTAIN that they are not as well treated as Israel treats it's own citizens.

The majority of the Israeli Arabs I knew over there were squatters. If they weren't wise enough to build their own bomb shelters when they squatted on the land; who's to blame?

When the Supreme Court denies your right to vote or hold office in your country then the government is only intrested in collecting taxes from you to provide services to others.. thus Israeli-Arabs will never be treated as equals... Israel is a Jewish State where only the Jews and Christians are provided full constitutional rights...

Israel isn't something greater advantageous than a mirror image of an Islamic Republic, alongside with Iran. And the UN isn't something. It has no skill to enforce any of its rulings and could be disbanded.

you doesn't know the facts.
bomb shelters are build by individuals, not by governments. if israeli arabs do not have them, the meaning is they choose not to build them in order to save money or they had a strong belief that their brothers arabs will never harm them.
