All of the vehicle accidents in Ohio were caused by distracted drivers.

The only time a traffic accident happens is when at least one of the drivers isn't paying attention (to the road, to the other traffic, to the driving conditions, to the mechanical condition of the car, etc).

For the wrecks that happened where neither driver was distracted, it wasn't an accident.
