She likes stuffed animals, but she has way too many of them. She also likes little play balls and loves to color.

I'm not a big fan of "character" toys, and would probably return anything "character".

bubbles with non-spill holder, wooden blocks, something for the balls to ride on (like a track that's flat on the floor), alphabet or number foam play mats (they're like a big puzzle), books with hidden pictures under flaps, chalkboard or whiteboard with chalk and erasable markers, Magnadoodle

How about some Little Tikes toys?
a basket (and small ball) for her to shoot her balls into ($29.99):

a sand and water play table ($39.99)*:

We got our daughter a Fisher Price doll house (Little People) and a sit and spin for her second birthday. She loved both and still uses the sit and spin (she's almost seven now)
Also, grandma and grandpa bought a Little Tykes slide, which we kept in the playroom so it has stayed in mint condition. She still plays with that too! Anything that she be active with. Like those fold up tents and ball pits and stuff. The draw back with the ball pit is of course you are constantly picking up balls.
Dress up clothes are also still being used years later. Anything that fosters her imagination and creativity. Have fun

My 2 yr old daughter loves her kitchen and food pretend stuff. I've seen really cute shopping carts at Target and a lot of kitchen items, food and such. 2 yr old is not too young to learn things, the new toys that teach ABC's and more are really helpful.

I personally feel you can never have enough washable crayons and coloring books. We go through about a pack a month! You can also check a Dollar store for cheap bath toys.
Maybe get her a pot, some dirt and a few seeds, she can plant flowers all by herself! (Dollar store sells that also)
All my best~

this is kind of hard because we don't know whether your daughter is a girly girl or a little bit of a tom boy. my daughter is a little of both. she loves care bears, dolls of all kinds, dress up, jewelry, lipglosses, cars. is she able to pedal a trike yet? we got our daughter her first bike and she loves it. she also has a 3 wheeled scooter that she likes. if your looking for stuff to put in goodie bags for guests i would say maybe get some of those little care bears that are only $5 a piece or something like that. hope that helps.

Puzzles, crayons, paper, paint, books (my 2 y/o son loves the lift and peek books). Any small hand-held toy that you can bring to a restaurant is a sanity saver. Mega-bloks are fun and so are bath toys.
Sorry - that's it for ideas for a girl from me...

A magnadoodle. THey have them at Target and Walmart. My two year old LOVES it. It's like a modern day etchasketch, but much better. I have taught my older daughter letters and numbers on it. You can draw on it, the pull this tab and it wipes it off. Great for rainy days too.

Girls tend to like toys with faces such as stuffed animals, baby dolls, etc. Get her a baby doll. Every little girl needs one. And then as she gets older you can get her the accesories to go along with it such as clothes, toy stroller, crib, etc. That's your best bet really. Hope I could help! :)
