Well, see, he got an offer in the mail for a free phone, and he accepted it, not realizing that it automatically enrolled him in the "ACME Super Shoppers Club," and that they would automatically deduct 49.99 from his bank account every month to ship him shoddy products that usually don't work. He would cancel, but the phone they gave him is crappy too. There are no ISPs or WiFi in the desert, so he's kind of stuck.

Wile E. Coyote continues to buy products from ACME because he is a true optimist at heart. He really believes in the philosophy "if at first you don't succeed try try again." Despite his outward appearance he is really a "the glass is half full" kind of guy. He has hope and belief and faith that eventually he is gonna catch that evil bird and have himself a delicious road runner dinner extraordinaire!!
I have always wondered if he can afford to order all this stuff from ACME why doesn't he just order take-out chinese or Pizza Hut or something????
I really think the answer is that he wants to prove to himself and the world that he will achieve his goal. One day he will win!

All the products work,
the Coyote was trying to use tech that was over powered for his prey and also never did safety reports to find out what would happen if used all the raw power to catch the Road Runner. The coyote was negligent in his us of tech to try hunt and eat the road runner. He never considered gravity physics or any other rule of law or science so in his wanton blood lust he reacted without thinking and always paying the ultimate cost, loss of product "money", Injuries "money and no food.
The coyote would have been better served to have feed on field mice and gotten larger and stronger and then finally he could have caught the road runner and had his foul or dinner.

ACME
n. The canonical supplier of bizarre, elaborate, and
non-functional gadgetry - where Rube Goldberg and Heath Robinson
(two cartoonists who specialized in elaborate contraptions) shop.
The name has been humorously expanded as A (or American) Company
Making Everything. (In fact, Acme was a real brand sold from Sears
Roebuck catalogs in the early 1900s.) Describing some X as an "Acme
X" either means "This is insanely great", or, more likely, "This
looks insanely great on paper, but in practice it's really easy to
shoot yourself in the foot with it." Compare pistol.
This term, specially cherished by American hackers and explained
here for the benefit of our overseas brethren, comes from the Warner
Brothers' series of "Roadrunner" cartoons. In these cartoons, the
famished Wile E. Coyote was forever attempting to catch up with,
trap, and eat the Roadrunner. His attempts usually involved one or
more high-technology Rube Goldberg devices - rocket jetpacks,
catapults, magnetic traps, high-powered slingshots, etc. These were
usually delivered in large cardboard boxes, labeled prominently with
the Acme name. These devices invariably malfunctioned in improbable
and violent ways.

I've got one that bugged me as a kid:
When Wile E. Coyote is standing on train tracks and he sees a train coming straight at him, why doesn't he just step OFF the tracks instead of trying to outrun the train?
