Try having it at a park. My friend has her kid's b-day parties at the park almost every year. The kids are entertained for hours. You can buy/make cupcakes and have ice cream, but no big lunch food. Get plates and napkins at the dollar store. You can find juices at walmart on sale 2 for $4 (for a pack of 10) and buy a couple of 2 liters for the adults. Instead of treat bags buy a big bag of mixed candy ,a pack of pencils and maybe a little funpad and some plastic cups (all from the dollar store). Put the candy and other stuff in the bottom of the cup and a ribbon around the top of the cup. Big birthday parties are overrated. All for about $50 max.

Do it at the park. The kids will have a great time playing. You can have a picnic or plan the party between meals and just take some snacks and juice bottles. Plan some fun games, treasure hunt with clues on bits of paper, water gun tag, you can get cheap little packs of water guns from wal mart. Or a water balloon fight, but that has more clean up. You could come up with a mini marathon, spoon races, sack races, tricycle races, etc. and have cheap little prizes for the winner. Look on the Internet for children's party games.

I have been trying to find something to do for my son's birthday. There isn't a lot where I live. Here are a few things I was able to find...
*Bowling alley (we did this once, and it worked out great!)
*Rent the pool or the pool at a hotel (this is a lot of fun)
*Rent a room at a restaraunt such as pizza hut, burger king, mcdonalds
*Gymboree(they do birthday parties)
*If there are any places to do pottery or arts and crafts you could take kids there and have them all do a craft or two
*Chuck E Cheese(they do birthday parties)
*Your local YMCA(You can usually have parties here)
*Some gymnastic centers will allow you to have parties there and they can be a lot of fun if you have girls
*Indoor waterparks are tons of fun if there are any close by)

I'd say do a public park. Make sure its a kid safe one though.
Or even rent one of those jumpy things that blow up. I know kids love to play in those and I think they are fairly inexpensive to rent.
McDonald's is another inexpensive option.
But the cheapest would be doing it at home. Though if you were planning on having a lot of people come your best bet would be doing an outside deal. BBQ some hot dogs and hamburgers. With it being in your own yard you do get the benefit of not having to worry about having the space available.

Can you do a picnic at a park? Put up balloons in a covered pavilion. The kids can play on the equipment- swings, slides, etc. You can serve the cake and punch. Unwrap gifts and go home!
You can do small party favors- like a bag with hard candy (if the kids are allowed to have it) and maybe some small plastic toys like whistles, and bubbles.
Now, if it rains, I am not sure what you would do!

You could goto a restraunt... even places like McDonalds will let you have parties their. But a better place is to rent a place at like Mr Gattis or Chuck E Cheezes. If you dont have the money to do all that- you could just have the party at like a park.
Ive know people who rent out little meeting rooms at hotels- and they can have a party their and possibly use the pool if the telly has one.
Maybe ask around to the people you would invite- ask them... hey what do you think would be something fun...

Birthday parties not in the house are expensive, but having a party at McDonalds is pretty cheap. The next step up would be at a bowling lane-more expensive than fast food, but still less than the commercial party places.

I suggest a local park and all kids who come bring a bag lunch (good for kids with allergies~they bring their own familiar food), and you provide the cake. Sit at picnic tables or throw out a few blankets . Then spend the day exploring, hiking, playground, and enjoying the outdoors. Other activities could include potato sac race with old pillowcases or 3 legged races, too.
However, always have a backup plan should the weather turn out foul. Perhaps a local museum trip, or an indoor playgroud at a mall if your have one.

Hold your party at a public playground or park. 4 year-olds will make their own fun. Hold races and other games and hand out
small toys for prizes. Don't forget to bring a camera!
