I pick up 12 piles per day from my dogs..If i can do it..at nearly 60 years old, then it is reasonable to expect everyone to pick up after their dogs..
Everyone KNOWS that dogs poop, so any time you are with your dog, you can expect it to poop, so there is never a reason to not have a bag in your pocket..or somewhere on your person.

Ok, I learned this while my dad was feeding his snake, he would get a plastic bag, or paper bag, or a thick paper towel, and turnit inside out, and pick it up like that, then grab the tip with the zip locker thing or the part you need to pinch, and seal it, if its a paper towel, then get a rubber band or something and toss it. But if it's on a walk and it just happens, then I don't know, find a near by restruant and take a napkin or use a big leaf, like a Maple leaf or somthing, and toss it, but if no trash can is near by throw it in to a grassy area. What? It's good fertilizer!

Sometimes I can find a newspaper wrapped in a plastic bag on someones porch. I take the bag (not the paper, of course). Other times I can find an advertisement tucked in someones door or front gate. I figure I am doing them a favor by getting rid of the junk-ads. Sometimes I am by a business and then I just stick my head in and ask for a bag.

Make a note of where it is, and be sure to come back and pick it up later. Ask another person walking their dog if you can borrow a baggie. Drop by the nearest convenience store and borrow a plastic bag.
There are little bag holders that you can clip to the leash, that way you always have a bag.

Start keeping the long bag that the paper comes wrapped in...makes a perfect poop bag. Stick your hand in the bag, reach down to pick up poop, turn bag wrong-side out when the poop is in your hand. It's free, it's clean, best of everything...FREE IS GOOD !!!!!

if you live in a city, you oughta know the laws of having pets outside, and that is to clean up after them. keep baggies and papertowels with you at all times.
ive seen this thing in a pet store where its like a broom pan and a baggy attached to the end and you scoop the poop into the pan and the poop slides into the bag and you dispose of the bag, thus not having contact with the poop. but what you do with the dirty pan is up to you until you take it home and clean it (or whipe it in the grass)
