As someone who has been through the process of buying a digital camera, I can assure you, you will get what you pay for. If you find a really cheap one, it will not be of the quality the maker leads you to believe.
Your best bet is to shop around, find the camera you really want, and see if you can find one on sale. Circuit City and Best Buy are good places to look. Tell them the highest price you are willing to pay, and if they offer to show you something more expensive, tell them you're not interested.
Be wary of them trying to sell you extra or more expensive equipment. Most of the employees at this type of store work on commission, and the more they get you to buy, the more money they will make. It is not a bad idea to buy a case for it, or an extra battery if the one that comes with it isn't rechargeable. But don't buy more than you really need - they're good at convincing you to do that.
As far as warranties are concerned, it's usually not worth it to buy an expensive one. If you're the type of person who is likely to accidentally damage the camera, or if you have pets or children who may do so, then a warranty wouldn't be a bad idea, and can save you a lot of money. But if you plan to be careful with it and keep it in its case when you're not using it, you only need a basic warranty to cover defects in the product.
If you find one with a mail-in rebate, which is common, be sure to send out for it right away. The companies who offer these are very smart, because they know most people are too lazy to sent it out right away, and keep putting it off until it is too late, or forget about it entirely. Stick it to the man and mail it all out as soon as you get it home.
