Circumcision is not actually decreed by the Qur'an. It is only in Sunnah, or man-made interpretations of how best to live like the Prophet Mohammed, that genital mutilation is even mentioned. Mohammed was born with the birth defect Aposthia, or apparent lack of foreskin, so even he was not circumcised.
The Qur'an does say the body is made perfect by god and needs no alteration:
3:191 Our Lord, you have not created all this in vain!
82:7-8 The One who created you, designed you, and perfected you. In whatever design He chose, He constructed it.
95:4 We created man in the best design.
Leave him perfect.

In the old testament there are physical works mentioned with prophecies to be fulfilled
but the new testament works are spiritual works fulfilled and almost all the old testament prophecies fulfilled.

The generation of Abraham the twelve tribes who were slaves in Egypt – old testament where as the Generation of Christ from twelve disciples who are rescuing people from slavery to sins.
Old testament – children of Israel “ physically Jews from the tribe judah”
New testament- spiritual Jews.
So I can go on to explain the seed of Abraham, the sanctuary, the sacrifices, many prophecies, the law were fulfilled in one & only Christ Jesus.
But the following will explain what is circumcision, today, spiritually means:
Romans 2:28 For he is not a Jew, which is one outwardly; neither is that circumcision, which is outward in the flesh:
2:29 But he is a Jew, which is one inwardly; and circumcision is that] of the heart, in the spirit, and not in the letter; whose praise is not of men, but of God.
