If a "breeder" was selling dogs really, really cheap I would avoid them like the plague because they must be cutting corners.

First of all, if you are buying a cheap puppy from a pet store, they probably come from puppy mills. Google puppy mill and see what you get. Do you want to give support this kind of animal abuse? Also, the dog you get at a discount is probably inbred and will cost you more in vet bills for problems related to poor breeding later on. A dog is a friend for life, not just a thing to buy.
PS Check out petfinder.com
Economics seem to be a concern to you. Have you thought about the expenses unrelated to your dog? Vet bills, training, food, shots, spaying/neutering? Are you financially prepared to give a dog a good life?
When you buy a dog, you are essentially killing a dog in a shelter or a rescue dog. If you are so committed for to these breeds (which I'm sure has something to do w.Paris Hilton and the popularity/status of small breeds), why not look on petfinder and get a rescue. Check out your local animal shelter - they probably have a wonderful pet for you that is waiting to get euthanized (this means killed). You could do a really noble thing and save an animal's life.
A dog is not something to get at Wal-mart for bargain basement prices. A dog is a living, sentient being with a tremendous capacity for love and affection. When you get a dog, you are not buying a "thing", you are welcoming a new family member into your home.

"CKC Baby Chihuahuas"
Also known as "We're backyard breeders and we're not good enough to register with the AKC, so we'll register with the Continental Kennel Club and charge BIG bucks for 'registered' dogs because the stupid idiots who buy the puppies won't know that we're scamming them for hundreds of dollars"...
Registrations from the Continental Kennel Club aren't worth the paper they're printed on. They'd register a goat as a great dane if you paid them enough.
