it is a microwave oven.
What do you mean no heat ? if you put a glass of water and run it for a minute, the water is still cold ?

Magnetron is quite expensive ($112 at partstore.com) so make sure it's broken before fixing it and make sure it's not cheaper to buy a new oven...
it may be the transformer, a fuse etc.

Go to http://www.partstore.com/ModelDetail.aspx?PageState=1&ModelID=196902 for a list of spare parts for that oven.

A microwave doesn't normally have a heating element- it uses a modified Magnatron (Kinda like a Vacuum tube) to make radio waves- the radio waves then heat the water, which in turn cooks the food.

That snapping sound you heard was the cockroach engineer steeping in front of the Magnatron being fried to death

come to think of it, if you don't know how a microwave works what makes you think you're smart enough to fix it?

These are not toys- and they can fry your gonads or kill you.

How about you just box this microwave up and take it to the repair center ok?

If it is just an oven with no grill then there is no "heating element."

The microwave energy is generated by a magnetron.

A lot harder than buying a new microwave.
