Can i wear open toed dress shoes to a synagogue??

It depends on the synagogue. Some may flip out about open-toed shoes. The one my Jewish in-laws are members of, I go barefoot and nobody minds. Some of them even think I'm so incredibly religious, that I respect their synagogue as "holy ground" because I took my shoes off, like Moses or some such thing. Actually it's for reasons that have nothing to do with my spiritual status, but whatever. Call the rabbi and ask what's appropriate; he'll be glad to help you out.

in your last question it said it was an orthodox synagogue.

it even in that case it depends what kind.

most will be fine with it but in some more Haradi synagogues it might be a little inappropriate

Usually not, but some places are easygoing.
