I don't think he's depressed or anything like that because he's pretty happy and all jumpy.

so is that mean something in his tail is bothering him or is it a sign of sickness?

I have a Cocker Spaniel/Poodle mix, and his tail did that exact thing. My vet didn't prescribe anything; instead, we played the waiting game, but the tail did return to normal within 3-4 days. The worst part was that it seemed painful to my dog, but he got over it :)

He doesn't feel well. Give him a couple days and then get him to a vet if it doesn't come back up. That is one of the best ways to know when they are sick.

LOL Chetco beat me to it, I was also going to suggest cold water tail. Has your dog had a bath or been swimming lately?
