You can, it's just been changed so now you need to click on the flag next to the question/answer you want to report instead of the "Report Abuse" link they had under user names before.

Abuse of any sort should be reported to the proper authorities. The authorities have to respond to the complaint.

You still can, they changed the format bit. You just click on the FLAG icon, (next to the thumbs up and thumbs down icons)
