Many people do not realize that is actually God's purpose for the earth. When Jesus taught his followers to pray that God's will be done on earth, this is actually what they were praying for....the wicked to be gone and the meek to inherit it.

When you want to get a donkey to move there are two tools you can use, a stick and a carrot. You can whack it with the stick or tempt it with the carrot. That's what this verse is.
The "evildoers themselves will be cut off" is the stick. It is a generic threat. "those hoping in GOD are the ones that will possess the earth" is a carrot. It is a generic reward.
Neither, of course, are true, but it is useful for religions to use this technique to control people.

The meaning on one end of it is , That it is giving comfort to those who are being mistreated by wrong doers evil men . In this section God is giving the meek hope that one day God will do what right to the evil doer and the meek who are being mistreated can rest in that the evil person or unfair judgments will be take care of ,even if they don't see it in their life time.

Those who have denied Christ, and are workers or doers of evil, will be sent to hell.
Those who have confessed Christ as Savior and Lord, and are the children of God will rule and reign with Christ in His Kingdom on earth.
The wicked one is Satan. He currently has power over the earth, and is the worker of iniquity. God will cast Satan and his demons to the pit of hell, and they will be there forever.
After Satan is gone, we will notice that he is no longer around.
The ones who submit to the will of God will inherit the earth.
There will be the peace of God like the world has never known.
